David Benjamin 3ccf4d6d65 Pull Chromium's android_tools as an android-only dependency. This will be used by the bots to get adb and the NDK. This directory contains tools for setting up a hermetic toolchain on the
continuous integration bots. It is in the repository for convenience and can be
ignored in development.
