Don't rely on x509.h for SSL_FILETYPE_*.
We still have more links to cut for ssl.h to not pull in x509.h (notably pem.h), but this resolves some easy ones. I've kept the constants the same just in case, but nowhere are the constants mixed up by callers or passed from one to the other in the functions' implementations. They're completely independent.
