FIPS 186-4 prescribes a particular ECDSA nonce selection algorithm,
implemented by BN_range_range_ex. Recast our nonce hardening mechanism
as additional data to be passed into the RBG during that algorithm.

Rather than comparing against both min and max, FIPS prefers comparing
with max - min and adding min. It also does not believe in using
3*range. Align with it, though our old algorithm trivially produces the
same probability distribution on values.

Most C standard library functions are undefined if passed NULL, even
when the corresponding length is zero. This gives them (and, in turn,
all functions which call them) surprising behavior on empty arrays.
Some compilers will miscompile code due to this rule. See also

Add OPENSSL_memcpy, etc., wrappers which avoid this problem.

There are many cases where we need |BN_rand_range| but with a minimum
value other than 0. |BN_rand_range_ex| provides that.

Besides reducing code duplication, also move the relative location of
the check of |count|. Previously, the code was generating a random
value and then terminating the loop without using it if |count| went
to zero. Now the wasted call to |BN_rand| is not made.
Also add a note about the applicability of the special case logic for
|range| of the form |0b100...| to RSA blinding.

If BN_rand is called with |bits| set to 1 and |top| set to 1 then a 1 byte
buffer overflow can occur.
See also upstream's efee575ad464bfb60bf72dcb73f9b51768f4b1a1. But rather than
making |BN_rand| fail, be consistent with the |bits| = 0 case and just don't
set the bits that don't exist. Add tests to ensure the degenerate cases behave.

Including string.h in base.h causes any file that includes a BoringSSL
header to include string.h. Generally this wouldn't be a problem,
although string.h might slow down the compile if it wasn't otherwise
needed. However, it also causes problems for ipsec-tools in Android
because OpenSSL didn't have this behaviour.
This change removes string.h from base.h and, instead, adds it to each
.c file that requires it.

RAND_pseudo_bytes just calls RAND_bytes now and only returns 0 or 1. Switch all
callers within the library call the new one and use the simpler failure check.
This fixes a few error checks that no longer work (< 0) and some missing ones.

Fixes one comment that mentioned the wrong function name. Also causes
two BN random functions to fail when the output is NULL. Previously they
would silently do nothing.

Previously we generated a number that was 8 bytes too large and used a
modular reduction, which has a (tiny, tiny) bias towards zero.
Out of an excess of caution, instead truncate the generated nonce and
try again if it's out of range.
