David Benjamin 2186fbc22c Refresh update_clang.py and download Windows Clang. This is taken from Chromium and then pared down to remove unnecessary bits. The Windows setup is somewhat more involved due to needing to copy some DLL from Visual Studio. This directory contains tools for setting up a hermetic toolchain on the
continuous integration bots. It is in the repository for convenience and can be
ignored in development.
