David Benjamin e13263d5e4 Resolve a few old TODOs. ... A lot of commented-out code we haven't had to put them back, so these can go now. Also remove the TODO about OAEP having a weird API. The API is wrong, but upstream's shipped it with the wrong API, so that's what it is now.
