I've left CMake alone for now because that involves building things and
there's some mess between newer CMakes trying to mess with the Android
NDK, so that needs to be tested out a bit.

This directory contains tools for setting up a hermetic toolchain on the
continuous integration bots. It is in the repository for convenience and can be
ignored in development.
