Aaron Green 8c659c1fce [rand] Disable RandTest.Fork on Fuchsia
This CL omits the RandTest.Fork unit test on Fuchsia, which does not
have fork().  Fuchsia has a bug (SEC-140) to create a suitable
replacement test.
