David Benjamin 8d67f6f0cf Update tools. ... This is a reland 9d1f96606c, which should hopefuly be fine after afd1cd959e. Though I've also gone ahead and gotten the latest versions of things. (android_tools and clang updated.) In particular, get the new NDK.
