d2i_X509_from_buffer parses an |X509| from a |CRYPTO_BUFFER| but ensures that the |X509_CINF.enc| doesn't make a copy of the encoded TBSCertificate. Rather the |X509| holds a reference to the given |CRYPTO_BUFFER|.
