Adam Langley 9a4beb8ad8 Add four, basic fuzz tests.

This change adds fuzzing tests for:
  ∙ Certificate parsing
  ∙ Private key parsing
  ∙ ClientHello parsing
  ∙ Server first flow (ServerHello, Certificate, etc) parsing.
