David Benjamin 350257db77 Roll back clang revision. 
This picked up the Clang regression which broke the MSan bots. See
https://github.com/google/sanitizers/issues/993.

This directory contains tools for setting up a hermetic toolchain on the
continuous integration bots. It is in the repository for convenience and can be
ignored in development.
