Adam Langley 03de6813d8 Write error messages in the FIPS module to stderr. ... Previously, delocate.go couldn't handle GOT references and so |stderr| was a problematic symbol. We can cope with them now, so write FIPS power-on test and urandom errors to stderr rather than stdout.
