Fix timing leak in decapsulation.
As identified in: Qian Guo, Thomas Johansson, Alexander Nilsson. A
key-recovery timing attack on post-quantum primitives using the
Fujisaki-Okamoto transformation and its application on FrodoKEM. In
CRYPTO 2020.
