For TLS 1.3 draft 18, it will be useful to get at the full current
message and not just the body. Add a hook to expose it and replace
hash_current_message with a wrapper over it.

This is in preparation for using the supported_versions extension to
experiment with draft TLS 1.3 versions, since we don't wish to restore
the fallback. With versions begin opaque values, we will want
version_from_wire to reject unknown values, not attempt to preserve
order in some way.
This means ClientHello.version processing needs to be separate code.
That's just written out fully in negotiate_version now. It also means
SSL_set_{min,max}_version will notice invalid inputs which aligns us
better with upstream's versions of those APIs.
This CL doesn't replace ssl->version with an internal-representation
version, though follow work should do it once a couple of changes land
in consumers.

This is in preparation for switching finish_handshake to a
release_current_message hook. finish_handshake in DTLS is also
responsible for releasing any memory associated with extra messages in
the handshake.
Except that's not right and we need to make it an error anyway. Given
that the rest of the DTLS dispatch layer already strongly assumes there
is only one message in epoch one, putting the check in the fragment
processing works fine enough. Add tests for this.
This will certainly need revising when DTLS 1.3 happens (perhaps just a
version check, perhaps bringing finish_handshake back as a function that
can fail... which means we need a state just before SSL_ST_OK), but DTLS
1.3 post-handshake messages haven't really been written down, so let's
do the easy thing for now and add a test for when it gets more
interesting.
This removes the sequence number reset in the DTLS code. That reset
never did anything becase we don't and never will renego. We should make
sure DTLS 1.3 does not bring the reset back for post-handshake stuff.
(It was wrong in 1.2 too. Penultimate-flight retransmits and renego
requests are ambiguous in DTLS.)

For TLS 1.3, we will need to process more complex post-handshake
messages. It is simplest if we use the same mechanism. In preparation,
allow ssl3_get_message to be called at any point.
Note that this stops reserving SSL3_RT_MAX_PLAIN_LENGTH in init_buf
right off the bat. Instead it will grow as-needed to accomodate the
handshake. SSL3_RT_MAX_PLAIN_LENGTH is rather larger than we probably
need to receive, particularly as a server, so this seems a good plan.

This is the equivalent of FragmentAcrossChangeCipherSuite for DTLS. It
is possible for us to, while receiving pre-CCS handshake messages, to
buffer up a message with sequence number meant for a post-CCS Finished.
When we then get to the new epoch and attempt to read the Finished, we
will process the buffered Finished although it was sent with the wrong
encryption.
Move ssl_set_{read,write}_state to SSL_PROTOCOL_METHOD hooks as this is
a property of the transport. Notably, read_state may fail. In DTLS
check the handshake buffer size. We could place this check in
read_change_cipher_spec, but TLS 1.3 has no ChangeCipherSpec message, so
we will need to implement this at the cipher change point anyway. (For
now, there is only an assert on the TLS side. This will be replaced with
a proper check in TLS 1.3.)

This machinery is so different between TLS and DTLS that there is no
sense in having them share structures. This switches us to maintaining
the full reassembled message in hm_fragment and get_message just lets
the caller read out of that when ready.
This removes the last direct handshake dependency on init_buf,
ssl3_hash_message.

Both DTLS and TLS still use it, but that will change in the following
commit. This also removes the handshake's knowledge of the
dtls_clear_incoming_messages function.
(It's possible we'll want to get rid of begin_handshake in favor of
allocating it lazily depending on how TLS 1.3 post-handshake messages
end up working out. But this should work for now.)

OpenSSL's SSL_OP_NO_* flags allow discontinuous version ranges. This is a
nuisance for two reasons. First it makes it unnecessarily difficult to answer
"are any versions below TLS 1.3 enabled?". Second the protocol does not allow
discontinuous version ranges on the client anyway. OpenSSL instead picks the
first continous range of enabled versions on the client, but not the server.
This is bizarrely inconsistent. It also doesn't quite do this as the
ClientHello sending logic does this, but not the ServerHello processing logic.
So we actually break some invariants slightly. The logic is also cumbersome in
DTLS which kindly inverts the comparison logic.
First, switch min_version/max_version's storage to normalized versions. Next
replace all the ad-hoc version-related functions with a single
ssl_get_version_range function. Client and server now consistently pick a
contiguous range of versions. Note this is a slight behavior change for
servers. Version-range-sensitive logic is rewritten to use this new function.

This uses ssl3_read_bytes for now. We still need to dismantle that
function and then invert the handshake state machine, but this gets
things closer to the right shape as an intermediate step and is a large
chunk in itself. It simplifies a lot of the CCS/handshake
synchronization as a lot of the invariants much more clearly follow from
the handshake itself.
Tests need to be adjusted since this changes some error codes. Now all
the CCS/Handshake checks fall through to the usual
SSL_R_UNEXPECTED_RECORD codepath. Most of what used to be a special-case
falls out naturally. (If half of Finished was in the same record as the
pre-CCS message, that part of the handshake record would have been left
unconsumed, so read_change_cipher_spec would have noticed, just like
read_app_data would have noticed.)

They're not called (new in 1.0.2). We actually may well need to
configure these later to strike ECDSA from the list on Chrome/XP
depending on what TLS 1.3 does, but for now striking it from the cipher
suite list is both necessary and sufficient. I think we're better off
removing these for now and adding new APIs later if we need them.
(This API is weird. You pass in an array of NIDs that must be even
length and alternating between hash and signature NID. We'd also need a
way to query the configured set of sigalgs to filter away. Those used to
exist but were removed in
https://boringssl-review.googlesource.com/#/c/5347/. SSL_get_sigalgs is
an even uglier API and doesn't act on the SSL_CTX.)
And with that, SSL_ctrl and SSL_CTX_ctrl can *finally* be dropped. Don't
leave no-op wrappers; anything calling SSL_ctrl and SSL_CTX_ctrl should
instead switch to the wrapper macros.

With SSL2 gone, there's no need for this split between the abstract
cipher framework and ciphers. Put the cipher suite table in ssl_cipher.c
and move other SSL_CIPHER logic there. With that gone, prune the
cipher-related hooks in SSL_PROTOCOL_METHOD.

read_bytes is an implementation detail of those two and get_message
rather than both an implementation detail of get_message for handshake
and a (wholly inappropriate) exposed interface for the other two.

The only case where renego is supported is if we are a client and the
server sends a HelloRequest. That is still needed to support the renego
+ client auth hack in Chrome. Beyond that, no other forms of renego will
work.
The messy logic where the handshake loop is repurposed to send
HelloRequest and the extremely confusing tri-state s->renegotiate (which
makes SSL_renegotiate_pending a lie during the initial handshake as a
server) are now gone. The next change will further simplify things by
removing ssl->s3->renegotiate and the renego deferral logic. There's
also some server-only renegotiation checks that can go now.
Also clean up ssl3_read_bytes' HelloRequest handling. The old logic relied on
the handshake state machine to reject bad HelloRequests which... actually that
code probably lets you initiate renego by sending the first four bytes of a
ServerHello and expecting the peer to read it later.

State on s3 gets freed in both ssl3_clear and ssl3_free. Considate to just
ssl3_free. This replaces the (SSL,ssl,ssl3)_clear calls in (SSL,ssl,ssl3)_new
with the state that was initialized. This results in a little code duplication
between SSL_new and SSL_clear because state is on the wrong object. I've just
left TODOs for now; some of it will need disentangling.
We're far from it, but going forward, separate state between s and s->s3 as:
- s contains configuration state, DTLS or TLS. It is initialized from SSL_CTX,
configurable directly afterwards, and preserved across SSL_clear calls.
(Including when it's implicitly set as part of a handshake callback.)
- Connection state hangs off s->s3 (TLS) and s->d1 (DTLS). It is reset across
SSL_clear. This should happen naturally out of a ssl_free/ssl_new pair.
The goal is to avoid needing separate initialize and reset code for anything;
the point any particular state is reset is the point its owning context is
destroyed and recreated.

This makes SSLv23_method go through DTLS_ANY_VERSION's version negotiation
logic. This allows us to get rid of duplicate ClientHello logic. For
compatibility, SSL_METHOD is now split into SSL_PROTOCOL_METHOD and a version.
The legacy version-locked methods set min_version and max_version based this
version field to emulate the original semantics.
As a bonus, we can now handle fragmented ClientHello versions now.
Because SSLv23_method is a silly name, deprecate that too and introduce
TLS_method.

SSL3_ENC_METHOD will remain version-specific while SSL_METHOD will become
protocol-specific. This finally removes all the version-specific portions of
SSL_METHOD but the version tag itself.
(SSL3_ENC_METHOD's version-specific bits themselves can probably be handled by
tracking a canonicalized protocol version. It would simplify version
comparisons anyway. The one catch is SSLv3 has a very different table. But
that's a cleanup for future. Then again, perhaps a version-specific method
table swap somewhere will be useful later for TLS 1.3.)

Supporting both schemes seems pointless. Now that s->server and s->state are
set appropriately late and get_ssl_method is gone, the only difference is that
the client/server ones have non-functional ssl_accept or ssl_connect hooks. We
can't lose the generic ones, so let's unify on that.
Note: this means a static linker will no longer drop the client or server
handshake code if unused by a consumer linking statically. However, Chromium
needs the server half anyway for DTLS and WebRTC, so that's probably a lost
cause. Android also exposes server APIs.

This is a bit of cleanup that probably should have been done at the same time
as 30ddb434bf.
For now, version negotiation is implemented with a method swap. It also
performs this swap on SSL_set_session, but this was neutered in
30ddb434bf. Rather than hackishly neuter it,
remove it outright. In addition, remove SSL_set_ssl_method. Now all method
swaps are internal: SSLv23_method switch to a version-specific method and
SSL_clear undoing it.
Note that this does change behavior: if an SSL* is created with one
version-specific method and we SSL_set_session to a session from a /different/
version, we would switch to the /other/ version-specific method. This is
extremely confusing, so it's unlikely anyone was actually expecting it.
Version-specific methods in general don't work well.
